Q:  If a M/S (2 ops) station scores 4m points, and a SOAB HP op. scores 3.8m points, and both stations are within the same competing region, and both stations earned the highest scores in their region, do all ops from both stations earn the maximum points of 950? The reason I ask is M/S stations are allowed to work the full 48 hours in WPX, where as SOAB ops are only allowed a maximum of 36 hours.

You are correct that all 3 ops get maximum points.
